In July 2004, the Department of Health Services in California established a unique HIV/AIDS pilot program [Medi-Cal*] designed to help provide life-sustaining medications for thousands of Californians living with HIV/AIDS-- many of which are people of color, who live in underserved areas of major cities.
Integral to this Medi-Cal HIV/AIDS pilot is the special packaging and adherence services provided to these patients. Recent studies of this pilot have demonstrated that these services significantly improve the patients' ability to adhere to their often-confusing drug regimen process, presenting one less obstacle in the daily struggle of a person living with HIV/AIDS.
According to Patricia Ware, former Director of the Presidential Advisory Council on HIV/AIDS, "If the pilot program for HIV pharmacies receive the proposed budget cut, the pharmacies will not be able to continue services to the thousands of Californians living with HIV/AIDS. And, if this happens, a health crisis of major magnitude is lightly to be created when many of these patients develop drug resistance from not taking their HIV medications. The resulting costs would eclipse any savings the state might realize by making cuts to this program."
